Sicilian Dragon Kb1 ???????????/?

I play against the sicilian dragon, and whenever i do 12.h4 my opponent does the soltis H5. If i do Kb1 instead of h4 will that help me to stop the soltis? I heard people saying Kb1 is better than H4. If i do Kb1 instead when do i get to do h4, and g4, and h5? Are there any variations? Also is there a website with the strategy and lines for the soltis main line because i want to do the soltis as black.
