What does it mean when a letter has this � � � � symbol above it?

it's used in some latin languages..im guessing in other non latin as well..i think it's to distinguish a sound..example..in portuguese..the name SONIA is pronounced sUnia, so if you add that circumflx on the o in SONIA it would sound like sOnia..that's the best way to describe it i guess..
